Steps
1. Talk to Recruiter at prt_in 88,105.
2. Pick Volunteer.
(If you choose Situation...?, you can still volunteer at the end.)

3. Recruiter registers you and sends you to entrance area.
4. Go to Culvert Guardian at prt_fild05 270,212.
5. Choose Sure.
6. Enter prt_sewb1 131,247.

Re-entry
After registration, Recruiter can directly offer:
• Warp to Culvert Entrance.
