1. Go to NPC Guildsman#BLS (ein_in01 18,28).
2. In the first dialogue choose [Fill out Application.].
3. Complete level checks, tests, and required hand-ins.
4. Return to the same NPC for final confirmation.
5. Completion is done by Job_Change Job_Blacksmith.
